There’s a small black dot on my computer’s monitor screen. At first I thought it was on the surface of the screen, but I can’t get it off. What could it be and what do I do about it?

What I have found is that you have a set of bad pixels in your screen and it will spread. There isn’t a fix for this, it is a manufacturing defect.
If it is still under warranty you can try to get them to replace it, otherwise you will eventually need a new monitor.
