I have some background in substance abuse counseling for teenagers, and was interested in your questions, so I did some research on this and I don't find much info about using vodka in a bong.
It's been done, but from what I have read, it's something that people do when experimenting with putting different liquids in the bong, and results are generally unfavorable.
However, there is a company that is selling vodka in a bong shaped bottle, it's called Bong Vodka. Many local governments have tried to stop sales of it, I don't know the results of those efforts.
