How do you get the base of the light bulb out of the socket if the bulb has broken

Whatever you do, make very sure the electricity to it is turned off!
That said, I’ve read that you can do it with a potato, just cut it in half and impale it on the socket and screw off (to the left). You might unscrew an unbroken bulb to make sure you are turning the correct way.
But what I have actually done is used needle nose pliers and grabbed the parts on the inside and twisted off. Or if you have trouble grabbing ahold of anything, push the pliers as open as you can, so the pliers press against the sides, and unscrew.
