I need to put plugs in our yard–and the company that fertilizes and sprays for us said to put in topsoil and manure. Should I put down the topsoil mixture first and then plant the plugs–or put in the plugs and then fill in with the soil?

I think it’s the topsoil first. I saw this in commercial for some time in the past. This is done primarily if the topsoil is infertile.
