Do I need to re-register my phone number on the do not call list after a certain amount of time?
And is there a way to tell if my number is currently on the list?

No, phone numbers are only taken off the registry if the number has been disconnected and reassigned to someone else.
You can use the Do Not Call registries site at:
http://www.www.donotcall.gov
to confirm that your number is listed.
