What you are looking for is the SAR rating. For a phone to be approved for use in the US, it has to have a rating of 1.6 watts per kilogram or less.
The SAR rating for a specific phone should be in the user manual or specs sheet.
Keep in mind that studies haven't found any radiation related health risks from cell phone use… at least, not yet.
