Perpetual motion machines cannot exist – they violate the law of Conservation of Energy. The Wikipedia article http://en.wikipedia.org/wiki/Perpetual_motion goes into some depth on the issue, including magnetism-based PM systems.
Someone’s found yet another way of getting people to part with their cash. Don’t fall for it.
