At a "raw" level, Blu-Ray will be better than DVD, for the same reason a greater number of pixels on a camera will be better. DVD’s limit is 720×576 (or for NTSC types, 720×480), and this is stretched for widescreen presentations. Blu-Ray can also operate at these resolutions (using the disc’s higher capacity to store more content), but also 1280×720, 1440×1080 and 1920×1080.
Blu-ray also uses more modern codecs, while still supporting DVD’s MPEG-2, the newer H.264/MPEG-4 AVC and SMPTE VC1, and are much more space-efficient than MPEG-2 for the same content.
As for the pricing, I can’t answer that as I’ve yet to jump on to the blu-ray bandwagon.
